Palpatine is not going to be a Force Ghost.

George Lucas (continues to consult on the sequel trilogy and other Star Wars projects), Dave Filoni (Lucas's Padawan and reigning expert at Lucasfilm on Jedi-Sith history), Pablo Hidalgo (creative executive at Lucasfilm) are all dead against Dark Siders as Force Ghosts. It will never be a thing in Canon.

But there are four other ways Palpatine could be back. Do you want me to give you some details? They'd have spoilers for Darth Vader: Dark Lord of the Sith (which is the best Star Wars comic so far) and a few other Canon comics and novels as well as Star Wars Rebels Season 4.
