Not really, if you read One Piece(example) I think it's well implemented and in right times. I never had problems with flashbacks in One Piece, 'cause it's done so good. At right times and reveals something which later makes even more sense after flashback.

 

fillers are not bad

what matters is how they are executed

Detective Conan has high filler percentage but many of the are highly rated also even the author himself takes char from fillers and films

not to mention its film franchise is one of the most successful ones

Law and Mingo one was top tier better than any Naruto flashback

 

Man Law's one made me cry like a baby
