Because at that point Skypiea was a myth and a fairytale. BB saying dreams never end confirming and giving Luffy hope to keep pushing for Skypiea.

The more than one? It's an insane foreshadow by Oda and one of my favorite. The way BB was introduced to the story is IMO top notch especially with that quote.

You never seen BB before, he drops in, inspires Luffy and next time we see him and get infos...he injured Shanks and is called BB with insane devil fruit.

I just love it.

 

And they still do a better job than many AAA studios with hundreds of millions of dollars in budget.
