You're focusing on the wrong tier. It should be Kage not jounin there. Jounin is worthless like vice admiral.

Yonko-like rating would be s-rank. You know they are top of power like kage without being a kage

You can pick another example in Koby if you want you is I think rear admiral? but seems well above avg vice admiral

 

Top tiers are over the place in both areas.

Seems like the elders clown around on yonko now, which is like the top % god-like in naruto clowning on kage or s-rank.

Generally speaking like you said, for yonko or admiral they are pretty ballpark consistent. Like avg kage or s-rank is pretty consistent.

Luffy before he got his Yonko title was Yonko level, and also it seems like Mihawk is being put up to that way.

Well before they took the title of admiral, aramaki and issho.. but again you prob won't accept the before thing, but they were literally civilians drafted to admiral. Oda doesn't have as many characters in those tiers as kishimoto had in his. Like there is a much more limited pool of people in those levels alive in the story to reference.

The ranks in naruto are only really over the place with the few exceptions. One piece also has some exceptions I would say, but not as many, because of the more limited pool of characters in those tiers to start with. Like for naruto, whole akatsuki are s-rank or kage-level, then the 5 kage are, and the sannin too, and kakashi and guy and naruto/sasuke. So there's more characters to pull from.
