    The reason is there's a guy with no driving licence and that flat is close to work.

    I will never understand how people get hired to the inconvenience of everyone else. Legit, if he doesn't have a licence that is his problem not yours. Use public transport, get a licence, or don't get a job where you're required to travel too far while having no licence.
