    I learned that actually opening an image and then cropping it like a manga scan keeps the quality, versus placing the image on a new layer and decreasing the quality. I might do that from now on, but it'll be harder to figure out the right size when I resize it and then crop it.

    Very simple solution. Just use the rectangle marquee tool then at the top toolbar click Style: Normal and change to Style: Fixed Ratio. 1 in the first box and 2 in the second will give you the right ratio to end up with a size capable of becoming a neat 150x300. For 150x250 I would use the same, but 1.5 in the first and 2.5 in the second. For 150x200, it's simply 1.5 in the first and 2 in the second for the ratio. I've always done it this way, tbh. .-.
