I am getting some new x265 encode which is like half the size but should be same quality.

It depends. If an encoder knows what they're doing from a raw source, they can likely get better results with x264. But if you're literally ripping a bluray and using converting with x265 then I don't think you're gonna get any difference with x264 and filters. Even more said if they just use x265 to compress an already encoded x264.

 

it allows more colour so can have less dithering artifacts as it has a wider colour pallet, I think.
