no the problem is kashmir valley is muslim majority and contagious to Pakistan so BJP believes even if they form government it won't be stable. If it will have to focus too much on keeping government stable they might not meddle elsewhere.
BJP top brass fears once they lose power congress or whoever comes in power will bamboo them with twice as force as they are doing them now

Can't unless kashmiri's themself don't understand India is not letting it go ever.And armed struggle will yield nothing especially if you do not even have majority in the place where you want independence

lndia controls 101,000 sq KM of J and K but after bifurcation now only 42,000 sq KM is Jammu and Kashmir.
Rest is Ladakh divided in two districts Buddhist dominated Leh and Shia dominated Kargil(which has not see Anti India sentiment on a large scale ever.This entire region has very sparse population less than half million i believe

Now out of J and K Jammu is 26,000 sq KM and occupies somewhat less than half of its population.

So as you can see the Kashmir Valley will have a less voice in future even if any government replaces BJP becoz it is tightly packed with Jammu which doesn't want Independence.

Also if India follow UN plebiscite step 1 says Pakistan need to vacate kashmir as it occupies some 77000 sq KM which it won't and even if it does China occupies some 45000 sq KM so Plebiscite is never gonna happen.

So everything depends on what Kashmiris as a whole choose.

Yup Ladakh too and one of the reason of Bifurcation was to remove Kashmir's hegemony over Ladakh as you can see despite being most peaceful Ladakh had zero voice in the state as its population is 3 lakh whch accounts to like 2% of entire states population while 59% of area.
