Yonko is a rank you get and earn, ofc Luffy was yonko lvl before the rank otherwise he wouldn't be a yonko at all.

Mihawk is being portrayed as yonko due to Shanks.

Also Elders so far IMO don't garantue the Yonko comparions. Power wise maybe? But not at this point no. I am confident Shanks bodies any elder. Tbh so does Luffy if he wasn't in a situation like he is now.

In Akatsuki, you had Sasori who got bodied by Sakura. That Hidan guy who got bodied by Shikamaru where a jonin failed(btw).

Akatsuki are also inconsistent.
