To me it is than it will let me know if he made a serious or joke vote to know if he's taking the game serious.

Without the jk it's quite possible it was a joke vote but to take 10 minutes to correct seems weird.

As of right now I have no real gauge of motives for panda.

From what I've been reading, I think I'm going to go ahead and agree with the assumption that Ouki is the chief.
His personality is a bit brash and arose quite a bit of suspicion during the first DP. Knowing this I can't imagine anyone siding with Ouki leading me to believe he's the chief and he used his ability to save himself. Going off of these assumptions I see no reason to pursue any further on lynching him. If he does turn out to be the chief he's not only a member of the TF but also has an ability that could save another TF member from a Mis-lynch.

I was reading a bit of the rules made my SK and SPandi earlier and I don't think anyone can flip except for Misa. I could be wrong but I don't think so.
