Well, he did want to be king of the world himself, didn't he? it's possible once he's king he wants to rule the same as pirate island. I mean, imo that would be better than WG, but I think Oda's idea is basically
rocks = king of the world = all pirates go unchecked and can rape and pillage as they please
vs
imu = king of the world = pirates are countered by marines and only % are "free to do what they want" and the cds can rape and pillage as they please
So % wise the latter is "better". But yeah, Rocks himself really hasn't really done anything worse than Roger.
